B&S INTEK 17Hp Hard Turnover Valve Adjustment

Hello All,
Yep, struggling with the, apparently, very common "Hard to Start" (ie struggles to turnover) problem. I have read and read...and read and cannot wrap my head around resolving this problems. Basically it comes down to the valve adjustment or a failed Compression Release system.
I want to make sure I am adjusting the valves correctly, and I am a bit confused concerning TDC or 1/4" PTDC for my
2005 John Deere L100 w/ 17Hp B&S INTEK engine
?? is it set at TDC or 1/4" Past TDC?
If PTDC, then would there be no gap at TDC
?? I understand this only applies to Intake Valve? So Exhaust valve would be done at TDC?
?? Does it matter what stroke it is on? kinda dumb here, 4-Strock has TDC 2 times; Compression and Exhaust
?? Which is Exhaust valve, which is Intake: Top or bottom? Some read as Top is Intake but I can assure you my Bottom has the alum pushrod, Top is steel. Did somebody mis install the pushrods, I am sure Intake = Alum and Exhaust = Steel. I am not the original owner.

Sorry to bring this subject up but my head is spinning with all the different answers and partial answers..
