Reclaiming a downed spruce spot for flowers

Help! Recent wind storm knocked down really old white queen spruce tree. So now I'm trying to turn that newly sunny spot into a flower bed.

A friend advised me to cut off the remaining stump and "burn" it out. Once rain stops and I can do that, I still need to get the soil in shape for flowers.

So soil experts, what should I do? I've never tried to reclaim a spruce spot. I want to end up with a flower bed with lilies and a few annual flowers asap.
