I need a greenhouse for my turtle pond

I am in the mountains of north eastern california. We just moved into our new house that I built and our turtle pond will be outside now instead of in the garage for the last three years (moved here from the valley where turtle was outside with no need for cover). We get some snow.

The pond is above ground and around 350-400 gallons. We get snow and ice here and i need to keep the water above 45 degrees. I use electric heaters in the water and made a greenhouse tent while in the garage.

I would like to make a inexpensive greenhouse to keep my turtle warm. In the future I would like to grow some plants year round and to start plants inside for my garden. I have been thinking about building a hoophouse with pvc, but I also have quite a bit of lumber left over that could be used. The location sits on a slight slope 2-4%.

Would a hoophouse using 6 mil plastic and a fan be best? I am practically out of cash (building a house does that to you).

There are many plans for hoophouses on the net, are any better than others?

I gotta run, but have many more questions.
