Bad smell of WalMart top soil

I am puzzled at the horrible, sour, 'pukey' smell of WalMart's bagged "topsoil". I know it is barely composted fertilizer and other things ... and since I'm filling terrace beds that will not be planted in for at least a year, the cheap price [$1.58 vs $2.58 for Lowes and HD product - minus the smell] I bought some about a week ago and found it OK for the purpose ... smelled like aged fertilizer with obvious small wood chips. But today the smell is something I've never met before .... looks like the same batch that has sat in the hot sun for a week ...

Growing up next to a dairy, I know the smell of fertilizer - kind of like it -- but this smell is sour and rotten ... just like puke. The one bag I got filled the yard with the smell.

Do you folks think that this indicates something that will be harmful to the covercrop and subsequent plantings? Do you think that it will hurt my compost pile, If I add it to finish composting?
