Persicaria Polymorpha, moving offshoot

My Persicaria Polymorpha is about 4 inches high right now. This is a big clump about 18 inches in diameter; the plant is maybe 7 years old, and has been in this location about 4 years. Today I saw a secondary cluster of leaves coming up about 10 inches away from the main plant. I don't believe this plant has ever seeded before. Could this be coming from a runner the main plant sent out?
This plant gets big enough as it is and I do not need it taking over more of this bed. Can I dig this out and move it? Or should I wait until it develops more? There were 3 growing tips just showing above ground. If it's attached to the mother by an underground runner, how deep should I dig?
I don't have too many places to put something that grows so large. Will it tolerate any shade?
