Sounds normal to me. Those worms will be working harder as the weather warms up.

How well digested your material might be is very dependant on the ratio of material in that bed, 30:1 C:N is optimal, the moisture level, as well as how cold it was around you. If your air temperature dropped low enough, given the low volume of material usually in a Lasagna bed, that could have slowed or maybe even stopped the bacteria that should be digesting your material. If your temperatures did not drop below freezing and stay there for a fairly long time then it must be moisture or Nitrogen.

If there are lots of worms in it, then I expect the biggest problem is going to be any plants that are top heavy and need firm soil contact to remain standing, will have trouble finding it in your organic material. Otherwise, so long as you provide adequate moisture other plants should like the material as a media for growing.

The only other issue is that perhaps the carbon materials have not broken down enough and will still be requiring a fair bit of Nitrogen to break down. If you see plants showing signs of Nitrogen deficiency, you may need to fertilize with a bit extra nitrogen fertilizer. Nitrogen deficiency often shows as older leaves yellowing and lackluster leafy growth.

Continue adding more layers around your plants as you have materials available, all spring and summer. Your garden will do fine. My lasagne last spring was 15 inches thick and I maintained it at that depth all summer. I didn't have any problems with top-heavy plants falling over.I believe it was because the plants developed huge root systems.
