Kohler Command Engine Rating

I own a Cub Cadet 1864 with the Kohler Command 18 HP. I've bought a Cub Cadet 2084 (can't have too many tractors!) which has the Kohler Command 20 HP. I'm curious how they make the HP difference, when I look at the specs from Kohler's site they look identical. Here's the specs:
