To me it depends on the rose. Most grafted roses purchased locally in fall were bareroots left over from the previous January. If they weren't pruned at the nursery, they could probably use a trim now. Since each cane that grows out is a little smaller than the cane it grew out of, the weak, spindley growth will either produce blooms that bend/break the stem or they'll be too small to produce bloom. While some roses are notorious for nodding blooms, it isn't a trait often appreciated in a HT or Gr, lol. Do remove the oldest leaves as you'll notice many of them are yellowing anyway. If you don't want to prune off the newest growth, don't. You'll deadhead it off after the bloom anyway. The spot where the leaf meets the cane will harbor powdery mildew spores, over-wintering pest eggs and spider mites. Getting air and sunlight to those areas, and maybe a dormant oil spray or fungicide/pesticide, can cut down on your spring garden problems. While I don't spray during active growing season, I do use a dormant oil spray in winter. While Consulting Rosarians won't always agree with each other on certain aspects of rose growing, they are correct in saying that January is major pruning month. Exhibitors may wait until February to prune their show roses and others pruned between Christmas and New Years but when talking to novice rosarians, they'll tell you 'January'. All that said, I've got a CL Iceberg I haven't so much as dead-headed in 2-3 years because I'm still waiting to see if it's EVER going to climb. Right now it's just a short fat bush full of blooms. Both the Rose Society of Green Valley and the Tucson Rose Society are awesome places to learn rose culture. I'd strongly encourage you to attend the free public pruning demonstrations they hold at their meetings, local nurseries and public rose gardens.

Not putting on growth that you could see was normal over winter, as was losing their leaves. In soil that doesn't freeze, there should have been some root development going on. Most hydrangea macrophylla (from your color descriptions I'm assuming that's what these are) bloom on old (growth from the previous year) wood and there is nothing you can do to make them bloom this year if they did not set flower buds. Moving them, instead of letting them become established, isn't helping their growth - each time the roots are disturbed by digging or repotting you are slowing their development. Your plants sound quite young. Adequate water, good drainage, protection from hot mid day sun whether in the ground or in pots, combined with some time and patience may be all you need. If planted in the ground, a mulch over the root zone to conserve moisture and cool the soil will be helpful.

Moving the raspberries to a shallower position was a good thing, when I first read that you buried them 8" I was going to say that was too deep. Bare root can take awhile to wake up, and you can't dig them up every time you get a soaking rain, so just leave them where they are now. You should be giving them about an inch a week, get a rain gauge if you don't have one. If the raspberries are happy they will grow like weeds in a few years and you will be digging them up from everywhere as they spread. If you have thick clay, focus now on adding some ammendments that will help to break it down over time. Don't cut the canes, leave them as they are. In fall or next spring you can decide how you want to start pruning your plants, but leave them go now.

Laura, any success thus far and down the line is mostly a result of everything I've learned from first, the people on the Container forum (Al and others), who taught me how to make my own mix, and from you and others--John, Mike, Vlad, and more--here on the Citrus forum, who inspired me to take another chance on a Meyer and have given me the knowledge I need to care for it. I've wanted a Meyer, and roses, for so many years, but felt it was impossible here; my first Meyer, some 4 years ago, was miserable almost from the start and died--I didn't know what to do for it and was terrified to re-pot it. I would never have had the nerve before to mix my own planting mix, or to bare-root a tree when re-potting, for example, and I've done it now with all my formerly sad potted roses and my two new citrus, thus far with great results! I've read both forums for days (mostly nights) at a time! and admired your beautiful healthy citrus trees--yours are gorgeous!--and learned so much from your experience. I hadn't gardened in years, and I have a very small very challenging spot, but these forums (also Antique Rose forum, where I'm spending a lot of time now) are the reason I am gardening now. My dreary little space is already transformed, since April, with herbs, strawberries, blooming and budding roses, flowering/scented perennials, and my citrus trees, and already I find many bees and butterflies visiting.
