Does Echinacea dieback completely in the winter?

It was a pleasant 50 degrees here today, so I went out to see how my garden was doing. Quite a few things, such as Monarda, Coreopsis, English daisies, Gaillardia, Achillea, Dianthus, and Solidago all had signs of life at the base. I don't mean new growth, but some foliage that had not completely died back in the fall. However, all of the Echinacea's, including Harvest Moon, Sunrise, Sundown, and Summer Sky, were dead all the way to the ground. This is my first year to grow them, and they were planted in Aug., Sept., and even early Oct. So my question is do they normally die back completely each winter? If so, how soon will I see signs of new growth?
