Best plants to grow tall and fast as hedges or shrubs?

I have about 260 feet around property that I want to grow something for privacy. I would prefer something evergreen, fast growing to at least 6 feet. It is chain link fenced. One one side (100 feet) there is about 1 foot of width space between the fence and driveway, so planting trees are out there. I was looking into canadian hemlock or rosa rugosa until I read some negative opinions about the hemlock. Greenwood Nursey has the rosa rugosa listed as semi-evergreen. Is this true?

I live In TN on a property shaded with many trees. There is a little sun peeking through the limbs. I don't know much about planting, so can anyone please help me with deciding what is best. Directgardening.com has both plants at a very good price, so I would like to try something that won't cost a fortune.

Also is it best to wait until fall to plant or can I start now?
