Declining Euphorbia 'Charam' (Redwing) - Should I divide?

My 5-year-old Euphorbia 'Charam' (Redwing), a amygdaloides x E. x martinii hybrid, has performed great up till now. This Spring, I can tell that it is in decline. The older shoots that would normally bloom for me are not looking healthy and strong. It has very good drainage, so placement is not the issue. Is it telling me it needs to be divided? The base is very woody, so I'm not sure how successful dividing will be. Should I divide it after it blooms when it normally generates new growth or divide in early Spring?
