Pruning smoke bush/tree

I think I goofed!

I planted a smoke bush two years ago and it grew rapidly. I did not prune it except to trim a branch that was sticking out sideways and to remove some winterkill.

I think as a result I now have a very spindly specimen, indeed. It's grown to about 8 feet or more and is healthy, but currently the only leaves are in clumps at the end of long, bare branches!

Obviously, I can't cut those back now, or the poor thing will lose all of its growth!

How can I reign this plant in to ensure that it fills out? Cut it back severely in the fall?
