Sowing Purple Coneflower or Black Eyed Susan

I live in West TN, we are considered coastal south. I have lots of coneflower and black eyed susans that re-seed themselves usually. I save lots of seed heads and dry them and give them out end of summer, early fall to friends.

I have in the fall thrown some seeds around and they come up the following spring, but what is the proper way to do it? Sow them in springtime or can they do it in the fall?

BOTH REQUIRE A 4 WEEK COLD PROIOD IN ORDER TO GERMINATE THIS MAY BE PROVIDED IN REFRIGATOR OR IN THE SOIL WHEN PLANTED / SOWN IN THE FALL. so>>>>>> TAKE PICK REFRIGATOR & PLANT IN SPRING >>>> OR >>>>> SOW IN SOIL IN FALL

Hi, I have two questions. I have a packet of coneflower seeds that I haven't yet planted and it is now mid-July in eastern NY. Can I just put them in the soil outside or is there something else that I should do to get them to germinate? Also, I planted black-eyed susan seeds the weekend of July 4th in pretty good soil (mixed organic planting mix into top foot of my soil), in a location that gets sun all day. Have watered them every day and nothing has come up (2 weeks now). Any thoughts about why they may not be coming up? Thanks so much for any help.

The black eyed susan should have little 'hairs' on the leaves and the coneflowers will be more smooth.

I was told that if you grow them together a fungus would start appearing that would affect them both. Frankly, I was skeptical, but I have never garden before so I thought I'll check out the claim. Since it appears to be OK, I plan to plant both of them together. By the way, I am told that the native species of Black eye susan and purple coneflower (I live in Illinois) may take over my yard. How do you know when to harvest coneflower seedheads? I have some that look pretty dry on the plant, but they still feel as if they are moist. Also, I just dug up some wild coreopsis and transplanted them to my garden. Will they come back next year?
