I'm so sorry to be the bearer of bad news, but it looks dead already. These are SO easy to kill, root rot.

It could be incipient root rot, I agree, but all may not be lost.

In your place I would take the plant out of the pot, clean up the roots and check for rot, then repot with new, well-draining soilless medium. I would also remove all the flowers (ouch!) and trim the stems back. Go very easy on the moisture. I've revived many a flagging fuchsia this way.

Rycooder, I see you're in Canada...unless you are planning on bringing it in and trying to overwinter it, it may not be worth the effort of trying to save it if it is root rot...it seems like a lot of blossoms for a plant that has been rotting. If the plant has dried out recently and it looks wet because you just drenched it, it should already be reviving as I type this, unless it has been dry for a while (but again, the blossoms look in too good of shape for that to have happened).
Did you just buy it? I ask because that's not much foliage on a fuchsia for this time of year.

It could be desperately thirsty or drowned depending on the state of the soil. The symptoms are similar. Also, as you are in Canada, maybe your temps are already starting to drop at night and it's got cold? The Fuchsia in the next pot looks even sicker. They are both trained as standards. The droopy one is not dead imo and even the one which is a stick might be OK. Does it snap dryly or do the twigs bend and have green inside?

You can keep them over winter in a dormant state in cool place like a porch or basement. I wouldn't attempt to keep them growing inside in winter. They're likely to end up weedy and bug ridden. Where I am I can leave them outside against the house wall covered in leaves. But I doubt that'll work for you.

This is a plant that prefers dappled shade or just a few hours of morning sun.
