best way to add water?

My pond seems to have a slow leak at a pretty high level so that it loses perhaps 1-2 inches/day when filled to capacity (never seems to lose more than the top 5-6 inches if left alone. I'm just too busy to undo everything now so will just have to add water if I want to keep it topped up which is needful for my marginals as the top shelf all the way around the pond is only @ 6 inches deep.

I am on city water and, not knowing the exact compounds, am sure they are using something like chlorine for sanitizing in the water treatment plant.

I have been either treating 30 gal at a time in a tub and siphoning it into the pond or emptying my 55 gal rainbarrel (spigot on bottom) into the pond.

Would the chlorine be dissapated if I just set up a sprinkler to add water (and give all the plants around the ponds a drink?

I'll appreciate hearing your thoughts on the above and how you add water when either doing an exchange or topping up b/o evaporation.
