Fish in skimmer & Low PSI BioFilter

Hey everyone!

I have a couple of issues I was wondering I could get some feedback on.

1) My fish (small goldfish and comets) keep getting caught in the skimmer! It seems like every morning and every night for the past week I find all of them huddled together in the debris basket. I've been scooping them out by hand and putting them back in the pond. They don't seem to be getting hurt, it's just very annoying. Will they eventually learn not to go in there?

2) I bought a Pondmaster PUV-4000 pressurized bio filter (can handle up to 4000gph). The pump I have is smaller, about 2200gph. It's been running pretty consistently since the 10th of this month (so a little over two weeks). The pressure gauge seems to remain fixed at 0.5 psi, however. Is it because my pump is just too small, or does it just take a long time to populate bio-filters? I've added some beneficial bacteria but it didn't seem to do anything other than smell horrible.
