Stunted perennial seedlings w/yellowing

Hi,

I planted some lavender, purple coneflower, globe thistle, blanket flower and sea holly seeds. I planted them on Feb. 17-March 1st, and they are still quite small! They only have on average 4 true leaves. The lavender has lots of leaves, though they are very small. The coneflower only has 2 true leaves each. I'm not sure what I'm doing wrong. A few leaves on some of the plants have turned mottled yellow. A few leaf tips have turned crispy. I've tried watering them less, watering them more, moving the light away, or closer...

Should I fertilize? Why might they be growing so slowly? I was wondering if maybe it is too cold in my house. I've transplanted them into larger containers...their root growth is fairly good.

Any help is appreciated - usually I just buy started plants; this is my first year with seeds.
