Thuja Occ. 'Teddy'

I have these dwarf Teddy arborvitae that I planted in the fall. They have a globe habit. Anyway when I planted them they were bright green. Then when the cold weather came they turned purple/brown but the inside foliage is green. I thought it might have been too much water but no. Then I thought it might have been too much sun. With the warmer weather the outside of the plants have greened up SOME but not completely. Does this sound like something that will go away or do you think there is a nutrient might be missing in the soil or what? Are these supposed to bronze in the winter? Other arbs I have remained green through winter.
