How did they die??? How does this make sense??

Okay, I sprinkled some seed (Phuiopsis stylosa) on vermiculite, in a cup with a sandwich bag overhead for humidity. They germinated. I treated everything with Physan 20 so there would be no possible way for it to come down with damping off disease. I did this every 7 days, just like the pamphlet instructed. I also followed the mixing directions very carefully.

I took my seedlings off of heat once they germinated and put them in a sunny window. They're at room temp.

I look at it today and I see some seedlings with what looks like damping off disease!! The seedlings thin out right at the top, right under the point where the seed head is that they're trying to shed.

Phyan 20 is supposed to kill diseases, including all kinds of damping off, mold and fungus. So they're basically in a sterile environment. How is this possible??? I don't understand!
