Gate valve lock question

Grabbed a cup of tea and the morning paper before going out to sit by the pond Saturday morning. Surprise! Water was crystal clear. Figured the pond had cycled so decided to vacuum out the settlement chamber since it had about two months of sludge in it, and foaming green algae floating on the surface. Closed and locked the gate valve. Put my submersible waterfall pump in it. Once the surface got below the pipe where the water flows from the bottom of the retro drain I noticed water still draining into the settlement pond. It was a trickle, but enough to stir everything up. When I furter inspected the gate valve I noticed the lock pin on the gate valve is broken off. I drained the settlement pond the best I could, but was defeating the purpose because water kept coming in faster than I could vacuum the sludge out. Needless to say my pond is no longer crystal clear. Is there anyway to keep the gate valve closed so I can get all the sludge out of the settlement pond?
