Basil growth & transplanting methods KIlling me

HELP:

I have started basil from seed into 16 0z. plastic cups. It sprouted in about a week and since grew very little. in about two weeks the first pair of VERY small true leaves emerged. its been another 2 weeks since then and NO NEW LEAVES!

This growth rate is killing me! Is this slow of basil growth normal? What can i do to increase the speed of the growth?

Also, was i right to have planted them in 16 oz. cups. i once heard that you should start seeds in small containers so the roots bind, then transplant so the roots then expand rapidly and continue to transplant into larger and larger containers every two weeks. Does this work. It seems easier (and more logical) to just sow the seeds into larger containers from the beggining to ensure adaguete space for the plant to grow
