Are you talking about the all in one Bayer product used for treating the soil?
Are you having severe insect or rose fungus disease problems?
If not, you could just supplement your compost/manure by using Plant Tone or rose fertilizer if needed.

I put down manure in the spring.
Then I mulch.
Then I use Rose food once a month as directed on label.
Your LAST food application should be in August where you live.
Then mulch in September real good for the winter.
Roses are heavy feeders. Heavy drinkers too.

Knock Out roses don't need the various chemicals in Bayer All-in-One and are better off without--actually I'm not sure there is a good use for this product. The fertilizer in it is similar to cheap 10-10-10 fertilizer that costs 25 cents a pound. If you have decent non-sandy soil, vigorous shrub roses like KO need little fertilizing. One application of manure or rich compost per year should be plenty. But if you think the rose should be growing faster, throw a handful of cheap fertilizer at it. If you have poor sandy soil, Rose Tone or similar would be preferable.

Thanks for everyone's advice. This was my first year with roses. I did not have a fungus/insect problem but purchased the 3 in 1 because a lady at work stated she used it. I will get the manure/compost and apply in spring. Do I do this before I cut down or does it not matter? Spring starts in March, when do must people apply manure/compost and cut down?

Manure and compost is primarily used as soil amendments, although they do contain some nitrogen. You can apply it at any time, but it is usually spread evenly over the entire rose bed (on top of all of the soil). Many people apply it in the fall, but in the spring is OK too.

Pruning is usually done when the forsythia (this is a shrub with yellow flowers) is in bloom. The bloom time varies, so just keep an eye out in your area. Here, it blooms in late March/early April.

Valt, does the 3 in one havee, insecicide? Alot of us in here are trying not to use that so that we don't kill bees. Bees have been on the decline and it is serious. What many of us think is that if you are patient then good bugs arrive to eat the bad bugs. Do you want a garden teeming with life, birds, bees and critters around..or do you want a pristine garden looking perfect with the smell of chemicals out there? If you go to the Organic thread..there are tips of less poisionous things to try.

If you nourish the soil, the soil will nourish your plants. I use composted horse manuer. During the winter rains the nutrients are washed down into the soil and in the spring are available for the plants, including 20 roses. I do not use comercial ferts. If you use one with an insecticidal component in it, it will kill the good bugs along with the bad bugs and, actually, creates more of a problem. For aphids I use Safers insecticidal soap spray if they really get out of hand.

Except for the removal of dead wood, KOs don't need pruning. You can prune to shape them, if you wish. In fact, Hybrid Teas are really the only roses that need to be pruned on a yearly basis. Most roses are happy with a little clean-up and shaping every few years.
