Here is an article that came out today from the Telegraph in the UK: DNA barcoding all our flora and fauna
Full: http://www.telegraph.co.uk/earth/main.jhtml?view=DETAILS&grid=&xml=/earth/2008/10/21/scidna121.xml
While it doesn't talk specifically about orchids, it does give a history of the idea, current plan, complications of applying it to plants, and mentions the barcode scanner coming soon probably faster then most organisms barcode can be determined.
There are people in the orchid world working on this now, and it will becoming sooner then you think.
