Phal with root rot, trimmed but stunted?

I have a Phal that had super bad root rot from excessive watering in a non-draining pot. I cut out all rotten roots. Still had at least 30%+ healthy roots and plenty of newer arial roots. Trimmed out mushy leaves. Cut stem back 50%. Repotted in clean Phal mix and gobe easy on the watering. Remaining leaves began to dry and and fall off. Only two leaves left, neither wholly intact. Stem is super thick and string and good color green. New roots growing all the time. New leave began to sprout, then stunted at about 1/2 inch. Dark green and looks "over watered" as well. Some evidence of black ring around outside of underside of existing leaves. Fungus? Disease?

How do I turn this baby around???
