Pieris. The "pink" parts are new leaves.

Telling us where you are would help. It doesn't look at all like the plant I know as desert willow,Chilopsis linearis, which has larger leaves that aren't as fleshy as well as larger flowers. Does the bruised foliage have a scent? It looks to me like rosemary, but since that isn't hardy here, I never see it blooming, so I can't be sure.

It is native to Japan and eaten as a spring vegetable. The name in Japanese is dokudami.
