There are numerous ones that it could be, but Choisya comes to mind, immediately, as mine is new here and has just bloomed. I got it at triple oaks nursery in Franklinville, last Fall.

Be sure to read up on the pruning of this particular kind - overly tall, bulging appearance (in relation to surrounding plants) of this example plus bare base, existing percentage of dead twigs easily remedied with hard pruning in spring. Without interfering with flower production same year, if done at recommended time. And bearded iris may resume flowering if no longer beneath shading top of hibiscus. So that you then get a spring bloom and a summer bloom from the same spot.
