PD is not an early bloomer so, provided you have not pruned it very recently (ie, while it was developing its invisible flower buds), I would not panic. The further north that you are, the later it will bloom. End of July or early August should be 'normal'. PD is a paniculata and they develop flower buds much later than macrophyllas like Endless Summer. Some paniculatas like Quick File start to bloom "early". Others like Tardiva bloom "much later". So when it finally blooms, make a note on next year's wall calendar (or in an electronic calendar like Microsoft Outlook, etc) so you know when to expect this in future years. As mentioned above, bloom times on their first or second year can be unreliable. Post pictures when you finally get blooms!!!

I am getting the most beautiful blooms from this rose. The deep pink color is second to none.

I've often seen white roses like Mme. Joseph Schwartz, a sport of Duchesse de Brabant, have some blooms that you could swear were from the pink DdB. On the same bush there would be color variations so you may be right about it being the weather. All you can really do is see what it does in the future unless someone grows this rose and can advise you further.
