What cover crops can I use last minute?

I am on Year Two of organic vegetable gardening and bed rotation. This is my first year experimenting with cover crops.

I struggle with how and when to use cover crops in the veg garden. When the onions and potatoes were cleared out, I sowed buckwheat in those beds. It's coming toward the end of flowering and is time to cut it down.

However, the rest of the garden is still producing like mad up until frost so nothing will be cleared out until late. Some of the beds that were cleared were sowed for fall crops of peas, lettuce, beets and kale. Our average first frost is around Oct 10 and hard freeze not until Nov 10 or so.

I have 2 types of clover, buckwheat and annual rye on hand. Failing their use I suppose I can mound horse manure/straw on top of each bed to winter over.

SO, how do I work in cover crops in my situation? Do I wait until very early spring and if so, when to sow?
