swiss chard leaves laced - small white grub ID?

My swiss chard is laced through with holes, made by a small white grub. The bug has a black head, and ranges in size from nearly invisible to 1/2 cm long and skinny. They are very fragile, I often squish them just by removing them. They leave black wet spots all over the underside of the leaves, their poop, I assume. I only find them on my chard, not lettuce, squash, beans, tomatoes. They aren't miners, they make full holes, but lots of small ones.

There are too many for me to pick off, and when I try I don't notice that it's making a difference.

They are soft-bodied, so I was thinking some sort of spray would work. Dish soap? Olive oil? I haven't had any success spraying oil, it seems to just stay separated in the sprayer (I have a hand pump sprayer) and then clog the sprayer.

Last year only one square was infested, and this year every plant in the garden is. The holes I can deal with - the bugs (hard to wash off) and the poop (also hard to wash off completely) is rather off-putting.

Any ideas what this bug is and suggestions for handling it?
