It looks like blue mist spirea (Caryopteris x. clandonensis). It will have bluish flowers later in the summer-fall, and is best cut back hard every year or 2.

I am wondering if I can cut it back hard now, or is it too late? Because of the mild winter, there was no die-back.

Now is probably later than most people would recommend to do a major rejuvenation. However, if it is way to big, I wouldn't hesitate to whack away on it. They are very durable, and I would suspect it should recover just fine. They bloom on new wood, so it should still bloom later this year.
