Some kind of unknown perennial or bush

This grew in my flower bed last year, but it was full of zinnias and marigolds so I didn't see it. New growth seems to have reached about the height of the bare stem from last season (which can be seen in the picture angling to the top left). This season, it is growing again, but it started new branches from the base of the plant, not making new leaves along the old branch.

Any idea what it could be? (The flowers in the background are snapdragons, so the unknown plant is the one in the center of the photo)
