Chipper Shredder Vac locked up

I have a Troy-Bilt chipper shredder vac that is locked up. I tried turning the blades manually, and I can move them with great difficulty. If I turn in one direction, the starting rope gets loose, if in the other, then it gets tense. In either case, I can hardly move the engine if I pull the starting rope. Whenever I managed to pull it a little (about 4 in of rope), it doesn't recoil.

The last time I used this shredder vac (a couple of weeks ago, it worked for several hours), it stopped working. I tried to start it again, which I couldn't do, and then I gave up and put it away, thinking it was time to call it a day. However, the engine didn't seem to be locked up then.

Any suggestions?
