wall-o-water??

Has anyone used those plastic wall-o-water fortresses that you fill with water & slip over newly transplanted tomatoes & peppers & eggplants & other heat loving plants? The theory is that the water collects solar heat during the day & then releases it to the plants at nite. With the weather we have been having here in eastern PA, i decided to dig mine out after not using 'em for years--it's been so cold here my plants need help. I just put my tomatoes out today & i've had a hardy eggplant that's been enduring the cold soil temps for about a week.

I just don't remember the parameters for use. Is there a certain air temperature where the walls-o-water should be removed so the plants don't bake? I bought them probably 10 years or more ago & don't remember how i used 'em.
