Toro Suzuki 2-cycle repair or replace

I've got an '87 Toro Suzuki 2-cycle that was running OK but quit after I tired to mow foot deep and wet grass (dumb, I know - I'd been away on vacation and neighbor's boy forgot and it rained a LOT). It won't start now, but I took off the muffler and the piston moves OK when I slowly pull the starter rope, and the rings look A-OK. I can see slight scrathing on lower part of the piston. No sucked valves or anything. It had been making a little more of a ticking sound in recent months. When I pull it hard to start, it doesn't start with 1-2 pulls, and then it jerks the cord back on the 3rd or 4th pull. The dealer wanted to sell me a short-block engine or a new mower, but I don't care much for the look of the new ones, and I'm not sure I understand why it would need a whole short block.

What could be wrong with it? Could it have skipped timing somehow? Push rod bearing? Or ????

Worth rebuilding? Transmission is replaced 2 years ago. Drive wheels worn but work good enough for me.
