Throttle-Free Briggs problem

I picked up a cheap lawn mower at a garage sale. Its a Dynamark and has a 3.75hp B&S throttle-free design motor on it. My problem is that I can't quite figure out how to put this small metal rod on the carb to keep it running(it was off when I got it).

Without the rod the motor starts easily and runs but the RPM's go up and down with the governor swinging back and forth. I can keep it running at operating RPM's if I hold the governor myself. One end of this metal rod (see pics) seems like it may be broken by the looks of it, but I don't know. I can't seem to find anything on the orientation of the throttle-free design.

Does anyone know where to put the metal rod or have a diagram/pic of it? I have it where I think it SHOULD go(in my mind), but the thing doesn't start with it there.
