Need Tool Advice, Lawn = Jungle, mower or trimmer or ??

Well, this sunshine plus sprinklers has put real growth spurts into this 1/4 acre fleur-de-lawn eco-lawn yard with over 300 baby trees ... it's a jungle, a chia pet gone wild. Help!

All the grasses are already seeding, some 4' high (was only supposed to get 4" high!), clover gone bananas, very pretty but hard to walk in and bridges and stepping stones invisible now, a hazard, trying to avoid twisted broken ankles and unexpected plunges into the creeklets. Also is smothering baby bushes.

Put in innumerable erosion control stones and cobblestones and tree wells and creeklets so doubt any lawn mower will work except, is there a tiny 8" mower that will cut 4" high? Some type of "getting through impossible places" mower? Would have to be very lightweight.

Or would a trimmer (weed whacker) work better? Is that string more damaging to grass than mower blades?

Home Depot has a Black & Decker 12" 18V Gelmax Rechargeable Cordless Trimmer/Edger, Model # NST2018 -- would this be worth buying?

What are your experiences with trimmers vs mowers? Is there some other tool that would be better? I want to start next Spring keeping the grass/clover clipped at about 4" so it doesn't go bonkers. Thx!

Currently using a hand grass shear, crawl along wet ground, snip snip snip -- gotta be something easier!
