My neighbor has the Troy Bilt Chipper Vac similar to the one for sale here:

The Champion battery model 12N12A4A1 will not take a charge. Starting this with the pull cord is pretty difficult, I think because the fuel tank is about a foot below the carburetor. We attempted to jump start the chipper using the battery from his riding mower. Both were 12v batteries (we think). As we turned the key to the starting position we could hear the starter running, but the engine was not turning over. I removed the plastic cover from the starter and noticed that the starter gear was turning, but was not moving over to engage the engine gear. In fact it was moving in the opposite direction than it should have. It was actually moving away from the engine gear.
Our first thought was that we had connected the jumper cables incorrectly, but we had red+ to red, and black- to black.
We reversed the cables and tried again. This time the starter did not turn at all.
