My flowers are out of metal so I just drill through the plate or whatever I am using.

I have made glass ones and using a drill press have also drilled through the glass but it is harder. Someone may be able to tell you the right bit to use and use water or something else to keep where you are drilling cool.

Another idea is to watch for candy dishes that already have a hole in them or a tiered plate stand that you can just take apart and thread unto a pole of copper or whatever you will attach the flower to.
