Red Raspberries Never Blossomed

We moved into this house last fall and the previous owners told us that all we had to do to care for the patch of red raspberries on the south side of the house was to cut them down to about three inches every January (we live in northern Ohio) and they would produce lots of berries. So, I cut about half of them in January and then the other half in March when the snow had melted enough to finish the job. They grew beautifully and are now probably 5-6 feet tall, but there were almost no blossoms and maybe 15 berries out of a pretty thick patch - I would say at least 100 canes. It has been a very dry, hot summer. Could that have ruined production? Do established patches need regular watering?
