Crop rotation and composting question

Ok, maybe I'm overthinking this, but this question has been bouncing around in my head for quite awhile now.

I've read about doing crop rotation to prevent crop-specific diseases from building up in your soil... but then you throw your frostbitten tomato vines (for example) in the compost heap, and spread that compost back over all your beds... so isn't that the same as if you planted your tomatoes in the same bed every year?

I must be missing something here!!
