Strawberry runners--how to root in black plastic?

This seems such an elementary question, yet I'd like to do it right the first time.
My second try at a strawberry bed is on black plastic, about 85 plants. Some of the 100 bareroot plants this spring did not take, so I want to fill in the gaps. Runners are not always conveniently located. So what's a good technique for getting a good rooting on the runner terminal to assure a healthy transplant?
I've thought of putting them in water for a few days to stimulate root growth, or of rooting in small pots of seed starter mix. Or? What's your suggestion? Thanks for the help. Tomatobob in Manassas.
