You could try to change the potting medium, hopefully you should get rid of the little buggers. Some insect has laid eggs in the soil. Since it's an indoor plant, you can also use an insecticide, maybe those tablets to stick into the soil, after you have changed it. What size are the worms? Depending on the size, it could be larvae from a bug, or from fungus gnats or springtails.

Here's my experience w/same/similar problem. Last year I had similar soil - but I have a flower bed, not a veggie plot. I did similar stuff & topped it w/lots of mulch (I think mostly pine bark mulch). Also, I had amended the soil w/lots of leaves & N of various forms (coffee grounds, dried blood, compost, etc.) Last fall I asked the same question & got a response similar to "if you build it they will come." They definitely like/need good amount of moisture AND something to eat (leaves, newspaper, cardboard, mulch, etc.). This spring, the top layer (top 2-4") - underneath the newly added spring mulch - looked beautiful but still no worms. So, this spring I got some worms from local bait store. I pushed aside the mulch, dug down about 2" and put them there. They are extremely happy and have multiplied (I think)! Don't know if you can do this amount of mulch on your veggie garden, but mine are very happy - and live about 2" under the mulch. Ha! You guys are cute! I've never heard of the Indore method - now I'll have to look it up online. But it seems like my method is okay with y'all, so that makes me happy. I like the idea of adding stuff directly to the garden too - had planned to do some of that, but then things got to the point where I didn't want to disturb anybody's roots. I can't think of why there are so many worms this year - I'd like to take credit for it, but it seems like my whole neighborhood's got a lot of 'em. It's been hot and very little rain, so I'm surprised, although we had good spring rains. Loving my worms in any case! Even more than my vegetables, I think! I feel good every time I see them. Who would've thought...?

I also have a worm bin where I raise redworms, and worm orgies are very common inside layers of corrugated cardboard, or in the middle of a rotten apple. They are completely shameless about it too and just lay their little eggs anywhere they happen to be at the moment. I toss the worm castings into flower pots and in the planting holes in my garden. A couple years ago, I made worm casting tea for my Christmas cactus and used it to water them. Then I noticed that one of the plants was really growing fast and it bloomed like gangbusters that year. So I waited another 6 months or so before I repotted it since it had gotten so big and that's when I found the redworms in the pot. Baby redworms are about 3/4" long and about fine as a human hair, so they could have easily slipped into the pot from the tea. They had plenty to eat from fallen blooms and leaves in that pot. I took them out though and that plant has never looked as good as it did that year. I'm pretty sure it was the worms that made the difference. They can't normally live in potting mix because it doesn't have the right kind of nutrients for worms, but if there is organic material for them to eat they could thrive. If I'd known they were in there I would have given them bits of apple and banana peels and occasional bits of shredded brown paper, too. I love worms.
