2 year asian pear died back, but sprouting at base

Last autumn, I was given a 2-year-old grafted asian pear (kenko) that a friend didn't have room for. It had spent some time out of the ground, but I thought it was worth a shot, and planted it in soil treated with plenty of compost. Spring has come, and the tree is dead above 6 inches - branches have bark falling off, all buds are dead and dry.

Below this, above the graft, but lower than any existing branches, it's sprouting like mad all around the 1 and a half inch trunk, with healthy new growth.

I'd like to save it - can anyone offer advice?
