Cicada damage help

Well last summer the 17 yr cicadas were just awful here in suburban Chicago. I dropped the ball and let them damage my Pawpaws pretty heavily until I finally got the trees covered. This spring my 2 favorite Pawpaw trees are looking bad. One tree only leaved out about 2/3 and another tree leaved out only 1/4 or so. When I break or cut one of the seemingly lifeless branches the cambium still seems greenish even though the bark is dry and brittle.

I suppose my question is are my Pawpaws permanently damaged or is there still hope for the leafless portions of the tree to bounce back this summer or maybe bounce back next year.
