protecting garden rows from errosion

I have always had a problem with large rains washing the rows out and destroying the garden. I have recently tried using yard fabric from lowes to hand build rows in which they are covered by the fabric and the fabric is tucked in under the dirt on the sides. This works very well but is expensive and extremely labor and time intensive.

Does anyone have any ideas to prevent this? Some one told me to just use hay. Will this be enough. I have a real problem with seedling coming up and rain washing them out. Even well established plants can become uprooted and destroyed.
