Black spots on Swiss Chard

I'm finding small black spots on the stalks of my Swiss chard that look and feel like scales. Some of them can be scraped off with a fingernail, but the more embedded ones need to be dug our with the point of a knife. Where they are too numerous to remove, the stalk needs to be discarded. There are no spots on the leaves themselves. At first glance the spots look like bugs, but they are not "alive." When I press down on one, the spot crumbles into tiny fragments resembling dirt. Any ideas out there?
