Bird's nest bees???

Just when you think you've seen everything...

In my garden over the weekend, I saw a 4" blade of dry grass fly by my face - horizontally, on a windless day. It continued across the garden at the same height, navigating around the corn stalks, until I lost sight of it.

The cause of this phenomenon might have remained unknown, except the same thing had happened at my home several days earlier. It appeared to be a small bee or wasp, that flew by dragging a blade of dry grass, and then began pulling the grass into a crack under my window. There are a lot of wasps on my property, and they build nests out of mud or paper... but grass??? Wish I had a camera with me at the time.

I spend a lot of time outdoors, and have observed many insects at length; but I have never seen this insect behavior before. Has anyone else seen this? Any idea what this might be?
