Asian Pear powdery mildew/reddish leaves?

It seems that there aren't many fungicides approved for powdery mildew control in pears -- Immunox can't be used on pears, chlorothalonil is only for stone fruits... any advice? I sprayed copper a few times last spring and summer. I sprayed dormant oil twice during the winter, and lime-sulfur once in March.

In addition to the powdery material on the shoots, the leaves have a reddish tint and are cupping upwards. No spots. No other lesions on trunk or shoots or leaves. Any chance the red tint could be due to a nutrient deficiency, not powdery mildew? (I will post a picture tomorrow).

The affected tree is a 2 yr old Asian pear (Nijiseiki /20th Century). Two other Asian pear trees (Chojuro and Hosui), 14 and 20 feet away, are fine. None has flower buds (normal for 2 yr old trees, I assume).
