berry plants/wet ground/raised beds on sod questions

i am in a new location with no established garden. i have strawberry and raspberry plants coming the beginning of may. right now the ground is very wet preventing me from doing much of anything outside. warmer weather is on the way, but i don't think my clay soil is growing to dry out enough in time for preparing planting beds i'm thinking of bringing in some good quality topsoil with compost mixed in, and creating raised rows for the strawberries. can i do this on top of the existing sod, if i sheet compost with several layers of newspapers first. how high should i make the raised row, if this is doable? would it work for the raspberries?
