Bacterial leaf spotting and next years prep

Good day all,

I have a good dozen pepper plants infected with bacterial leaf spotting. Unfortunately, I think they're beyond redemption. I've tried copper dusting for a couple of treatments now with no promising results. The flowers and foliage are consistently being discarded to the ground. There are, however, several full grown jalapeno peppers on the plants ready to be plucked.

My two questions:

1) Are there any medical reasons why these ripe peppers shouldn't be eaten?

2) Is there anything that can be done to this bed for next year in order to prevent a recurrence of this infection short of replacing the soil in a 3x20 foot bed. I have no room to rotate the crop.
